The Evolution of the Arctic Council

The final session of the 2013 Arctic Summer College took place on August 26, 2013 and looked at The Evolution of the Arctic Council. Expert speakers Dr. Lloyd Axworthy, P.C., O.C., O.M., President and Vice-Chancellor of the University of Winnipeg, and Whit Sheard, Pacific Counsel and Senior Advisor at Oceana, led a rich discussion that examined the history and current state of the Arctic Council and considered issues such as the role of observers and Permanent Participants, the Council's mandate, priority policy areas, funding concerns, and network governance.
